Congress didn't protect anyone. A lot of these sites are run in other countries where the US can't govern them. Internet gambling is a multi-billion dollar industry. Congress won't be able to just pull the plug on something like that.

After hanging out in Reno Nv for a few years I was a total Casino Junkie (Gambling Addict). The lack of windows and clocks alone was enough to make you lose track of time and pump quarters into slots for hours on end. Oh, and the free booze was a nice touch also.
Yes I know.. I live in Jersey.. We're not bright enough to pump our own gas I guess.. or at least the state feels that way.

I'm sure the casino has much more cash than some patron to drag a lawsuit around for years. I can see it now, 10 years later and 10.9995 million dollars in legal fees later, the patron finally wins his 11 million.
