Why? Why is it that antivirus solutions can catch all these security breaches and repair them, yet the operating system can't be updated to eliminate the hole? If a professional security advisor finds a problem with some software, I'd rather they fix the software than be required to have you download an add-on program to apply their fix.

Well, yes, malfunction is one thing. But a malfunction normally looks much different from a huge payout. One of my gripes with electronic voting machines was that they were put into service without enough test ime; I know a guy in the game equipment industry (and by "guy" I mean someone with an EE degree from MIT) and the level of testing the software for these things go through -- well, we both worked with someone who tested the Boeing 777, and I'd sooner trust his slot machines than fly on her plane.
