I think Ewan could have pulled it off. Not 100% positive, as I've never seen him play someone cruel or at least cold, but I could imagine it. Still, for all we know they turned him down after his initial screening.

Take note of the line "Gambling Commission will require casinos to police themselves" - this means very big heavies on the door, so if you cheat expect to pay the consequences.
